Public procurement proceedings is a difficult task to every procurer due to complicated procedure. Public tenders must be announced as defined in the Public Procurement Act. All public tenders must be announced on the government public procurement portal, which even increases the complexity of the task.

At RESULT, we developed a software solution that helps you with announcing a public tender. You will be able to fast and simply prepare the tender and publish it on the portal without a special web technology expert. The software will help you in all phases of a public procurement lifetime:
- prepare the tender documentation
- edit the documentation
- pre-announcement of the tender
- announcement of the tender (e-mailing the documentation)
- collection of questions and publishing the answers
- withdrawal of the tender
Defined roles of all involved
During a procedure of the tender deployment, our software defines roles of everybody involved at the preparation of the tender. The procedure is hence more transparent and the possibility of errors is lower:
- the functional editor prepares the documentation
- the technical editor formats and converts the documents to a form suitable for announcement
- the system administrator defines the appearance
- the supervisor approves the announcement or withdrawal
The software records all changes during the lifetime of a respective tender and keeps all announced documents. After the tender is competed you can prepare a report and archive all documents regarding the tender.
The software also supports the announcements of low-value tenders where the procedure is simplified. The tender documentation is sent over e-mail to pre-selected bidders. The bidders may automatically fill predefined forms with available data to bid on the tender. The history of the lifetime is recorded also for low-value tenders.
In Slovenia, the largest user of our software is the Slovenian Roads Agency (all public tenders, including all documents are prepared using our software).
Technical characteristics of the software
The software is built as Java web application. Apache (or embedded OC4J) is used as the web server. At Slovenian Roads Agency, Oracle is used as the database. However, other RDBMS systems can be used instead. You can use any web address to publish your tenders or attach to an existing procurement portal.
The software can be modified to support additional procedures; the number of steps and roles can be simply modified to reflect your current process.
